Issued under the authority of Department of Defense (DoDD) Directive 4500.09E, Transportation and Traffic Management. It implements Department of Defense (DoD) policies. Controls the use of ownership and control of the Ministry of Defense. Establishes aircraft and sea/air transportation and mobility standards. In accordance with DoDD 5158.04, US TRANSPORTATION COMMAND, the Commander, US TRANSPORTATION COMMAND (USTRANSCOM) is the sole DoD administrator for transportation (special or theater assigned to the Service. USTRANSCOM, as the DoD distribution process owner, oversees the effectiveness, efficiency, and overall alignment of distribution operations at the DoD level, including force planning, sustainment and redeployment/retrograde operations, establishing operational concepts and frameworks for transportation management, management, It supervises the planning of the Ministry of Defense. and implementation of operations. . with the Director of DoD Procurement, and develops and maintains the DoD Distribution Process Manual that defines authority, accountability, resources, and responsibility for distribution process management. Strict adherence to these regulatory regulations is essential to maintain the integrity of the DoD transportation system. The use of the Defense Transportation System (DTS) as a policy is specified in DoDD 4500.09E and DoD4515.13-R, Aviation Qualification. The Assistant Secretary of Defense for Acquisition, Technology, and Logistics has the authority to grant exceptions to DoDD 4500.09E. Requests for policy exceptions to airworthiness are submitted IAW DoD 4515.13-R, Chapter 10, Special Procedures and Procedures. This change is effective immediately. To ensure uniformity, these regulations do not include any supplemental or unilateral amendments and are distributed to all DoD components for use at the operational level. As appropriate, DoD components may issue more detailed guidance and provide a copy to USTRANSCOM/TCJ4-PT. Proposed changes to these regulations will be forwarded to USTRANSCOM/TCJ4-PT through DoD component traffic management channels upon completion of the framework. No changes to the DTR are possible without prior coordination with the Services and the Defense Logistics Agency. DoD components may obtain copies of these controls through their own distribution channels and through approved public release and unrestricted distribution.
