If you take the 125 non-resident applicants for zone 54 alone, 1 in 20 non-residents who applied for the other 90 antlered hunts around the state managed to draw their tags. No state in the West comes close to providing those kinds of challenges for an out-of-state hunter looking to land a moose hunt. The biggest reason the odds are so good is that if it applies to moose, it may not apply to any other species in Idaho. With no point system in place, paying the expensive moose license fee upfront, and purchasing a non-refundable hunting license keeps your chances of drawing a reasonable license. If you hope to find Shiras moose in the future, you should apply in Idaho.

While the good odds of a non-resident draw are a strong moose hunting spot in Idaho, it’s not all good news. For the most part, Idaho’s moose population continues to decline. This is especially true the further north of the state you get. While most IDFG moose biologists do not believe that wolves are the sole cause of the overall decline in moose populations across most of the state, it is difficult not placing a large portion of the blame on the wolves when you look at the timelines. as they coincide perfectly with the state’s dramatic increase in wolf populations. Instead, biologists approach it as a multifaceted issue with a combination of factors involved.
