WAMPSVILLE – The Madison County Board of Health voted Tuesday afternoon to recommend an increase in the state income tax credit for volunteer firefighters and emergency medical workers.
Push For Property Tax Breaks For Volunteer First Responders
The increase, if approved by New York State, could help fund the county’s current firefighter and EMS workforce and help attract volunteer firefighters to the county.
“This move is not really surprising,” said Roger D. Bradstreet Sr., a Nelson Township supervisor who chairs the county’s Criminal Justice, Public Safety and Emergency Communications Committee. Vote supports raising the tax from $200 to $500 per year. The district will extend support for the increase to the New York State Association of Municipalities in hopes of influencing them to make this change.
In 2013 Sen. Patricia A. Ritchie, R-Heuvelton, has introduced a bill that would increase the state income tax credit to $1,200 for volunteer firefighters and first responders in good standing with their departments.
State tax laws allow emergency workers to claim the property tax credit, although they cannot claim both the income tax credit and the property tax credit. If the property has more than one owner, the owner who has not claimed income tax credit for their services can claim credit for the property.

“This vote does not mean that the increase will happen. It will be up to NYSAC to move it forward,” Bradstreet said.
NYSAC staff said there is uncertainty about the potential for growth, but lawmakers understand the volunteer fire district’s plight. The challenge is for states to find ways to pay for such support.
“Our communities are safe and secure because of the many volunteers who give their time to protect their neighbors. We must do more to recognize this volunteer service and encourage New Yorkers to volunteer as firefighters and first responders in our communities,” said NYSAC Executive Director Stephen J. Aquarius
Madison County hosts 22 volunteer fire departments and Oneida City is the only paid department in the county. In 2016 the Department of Homeland Security awarded a $24,000 grant through Homeland Security that will help the Madison County Office of Emergency Management hire volunteer firefighters and paramedics.
An Overlooked Crisis
“Different monkeys and villages are big or small, and we do this by sharing resources during emergencies. We have five units that responded to the calls,” OM Director Ted Halpin previously told the Sentinel.
“Because of our economy leaving the area, we have two-income families where parents don’t have time to volunteer,” Halpin said. “And some don’t think they can do the job.”

Rockland, NY — The New York State Senate and Legislature have passed legislation that would allow local governments to use local law to set aside 10% of assessed property taxes for volunteers who have been members of a volunteer fire or ambulance service for at least two years.

“This legislation will provide an opportunity for all New York State volunteer firefighters and volunteer EMS personnel to work with their local governments to provide real tax credits to the men and women who are committed to responding. Calling their neighbors for help in an emergency,” said FASNY Board Member and Congressional Committee Vice Chair Michael Krumenaker. “We believe the passage of this legislation will add another tool for our members to use when recruiting and retaining firefighters and EMS providers.” Volunteer firefighters and ambulance crew members earlier this year. Fire officials also supported the move to recruit new members to the volunteer organization. Membership growth has been a struggle for many of the state’s volunteer fire and EMS agencies in recent years, and lawmakers are looking for ways to boost their growth through stronger benefits and incentives.
