This solution works fine, but the content may not display correctly. Content in a PDF file is “pinned” to one spot on the page and doesn’t allow you to add or delete paragraphs, keeping the document fluid, just like in a PDF word processor.

Opening PDFs in Word is just one way to convert PDF files to DOCX format. You can get better results with a PDF editing application like Adobe Acrobat DC. In my experience, Acrobat works better than exporting PDF to Word.
Open the PDF in Acrobat, choose File/Export… from the menu, and export to Word format. Acrobat does a better job than Word at sorting page formatting such as headers and footers. Word sometimes confuses the text in the header with the text of the document, but Acrobat almost always does that.

The problem with Acrobat is that it costs money, but Adobe provides a free online PDF converter (opens in a new window) that you can use to get results from Acrobat.
You can find cheaper PDF software that can convert the PDF files generated by the application to DOCX format, but I haven’t found any that can do this like Acrobat.
Dozens of other free online PDF conversion sites promise to remove editable text, but I wouldn’t recommend any of them as a reliable place to upload data. However, Adobe is advanced enough that I trust simple documents, but I don’t upload anything that needs to be kept private.

Another free program you may hear recommended for converting PDF to Word is Google Docs. Instructions are similar to using Acrobat: open the file for editing, then download in Word format. Every time I try it, the result is terrible. You may have better luck.
