This webinar is funded by a grant from the Connecticut Council on Developmental Disabilities. The Connecticut Disability Rights Program, the Connecticut Legal Rights Project and the Child Advocacy Center offer a free online education program.

DRCT’s commitment to making its website accessible includes the addition of a “recite me” program. Recite Me is a Language and Language Toolbar (WAT). WAT allows visitors to use many tools, such as text-to-speech and language translation. DRCT thanks the National Disability Rights Network (NDRN) and our Advocacy and Advocacy Systems (P&As) for introducing us to recite me.

As cloud-based software, Recite Me allows users to view the site and use it in the way that suits them best. It helps 1 in 4 people in the United States with a disability, including those with common conditions like poor vision, hearing, dyslexia and more. It also caters to the 1 in 5 people who speak a language other than English at home by translating the content on the page into over 100 different languages.

We strongly encourage our community’s early participation and enthusiasm for the new toolbar. In just a few weeks we were able to interview people where they are, thus fulfilling the DRCT mission. Specifically, approximately 350 web pages were viewed while using WAT. Moreover, users viewed 5-7 pages per visit, which is one and a half times the field average.

Again, the Recite Me app helps people access our website and personalize their user experience with the content. The toolbar contains a unique set of functions. You can use it for:

Deaf residents report frequent problems interpreting sign language in Connecticut hospitals and health care facilities, impairing their ability to fully understand medical care.

And while VRI services are widely available in Connecticut hospitals, patients have reported mixed experiences with the technology.

The problems persisted more than 30 years after the passage of the Americans with Disabilities Act (ADA), which requires interpretation for patients and their families under the “effective communication” section of the law. In the past three years, the US Attorney’s Office has negotiated four settlements with Connecticut medical facilities for complaints about contact with deaf patients.

“At one point, the ADA and accessibility looked pretty good,” said Marisa Rivera, an attorney with Disability Rights Connecticut (DRCT). “And now, in 2022, it has completely collapsed.”

When it comes to Black History Month, we must once again thank historian and educator, Dr. Carter J. Woodson for his dedication and insight to ensure that black history is accessible to all individuals. By initiating this event, Dr. Woodson gave all Americans access to black history and provided A way to respect her at the same time. With a celebration of black history, all Americans have the opportunity to understand and appreciate the experiences and achievements of black people in this country, which ultimately must be seen as part of our collective American history. In appreciation of Dr. Woodson’s great vision, I offer the following quote that provides a brief glimpse into the origins of Black History Month:

In 1926, Dr. Carter G. Woodson held the first week-long celebration to raise awareness of the contributions of African Americans to history. Before this time, little information could be found regarding the history of African Americans. Important achievements were left out. history, and it was a common misconception that African Americans contributed little to American society or history. 50 years later, the week became a month, and today February is celebrated as African American History Month. February was chosen because it celebrates the birthdays of Abraham Lincoln and Frederick Douglass, Both greatly influenced African American life Frederick Douglass (1817-1895) was an author, lecturer, editor and civil rights activist who escaped slavery at the age of 21 and continued his campaign to abolish slavery, founded a newspaper and served as Haitian minister in the anti-slavery/civil rights movement of his day. Abraham Lincoln (born February 12, 1809), as the 16th president of the United States, issued the Emancipation Proclamation on January 1, 1863, declaring that all slaves within the Confederacy would be permanently free. Each year, the Association for the Study of African American Life and History, founded by Dr. Woodson, determines the theme of the month.” Diversity Central, “February: African American History Month,” available at DiversityCentral.com: Cultural Diversity in Action (last visited Feb. 14, 2022).

“Every big dream starts with a dreamer. Always remember, you have the strength, patience and passion to reach for the stars to change the world.” Harriet Tubman

February is Black History Month, an annual celebration of the achievements of black Americans, a time to recognize the contributions and history of black Americans from civil rights to business, music, literature and medicine, and the black Americans who have played a central role in defining what makes America great.

When you combine race and disability, it turns the black disabled experience into an experience of erasure. To be black and disabled in America is to be invisible. However, when looking at black history, there is an undeniable connection to disability and the many black Americans who have made a lasting contribution and incredible impact on the world despite their disabilities.
